The suspension landed on the worst possible day. From 1 July 2026, the first morning of the school holiday travel season, every Indian visa application centre in Australia shut its doors. No passport renewals. No OCI services. No visa lodgements. No consular miscellaneous services. All of it suspended, with no date for resumption.
VFS Global, the sole authorised outsourcing partner for Indian consular, passport and visa services across Australia, published a notice on its website confirming the suspension of all Consular, Passport and Visa services effective 1 July 2026 “until further notice.” The High Commission of India in Canberra and the Consulates General of India in Sydney, Melbourne and other cities have published corresponding notifications directing applicants to the VFS website for information.
For the Indian community across Australia, the timing could not be worse. The July school holidays are the single highest-demand period for travel to India. Students, families and professionals who lodged applications, hold pending passport renewals, or need OCI services for imminent travel are now in limbo.
Why services have been suspended
The suspension is not a technical outage. It is the direct result of a legal dispute in India over the CPV outsourcing contract.
The Ministry of External Affairs’ own records show that VFS Global’s contract to provide Consular, Passport and Visa services in Australia was listed as expiring on 30 June 2026. A fresh tender process was conducted, and VFS Global was declared the L1 bidder, meaning it emerged as the lowest eligible financial bidder and was awarded the renewed contract.
However, a legal challenge filed in India by competing parties resulted in an interim injunction placed by the Delhi High Court, which has effectively blocked the renewed contract from taking effect. With the old contract expired and the new one under injunction, services fell into a gap from midnight on 30 June.
What is a CPV outsourcing contract?
The Ministry of External Affairs outsources Consular, Passport and Visa services at Indian missions abroad to private service providers. The contracted company operates India Passport and Visa Application Centres, manages document submissions, processes applications and handles customer service. VFS Global has held this contract in Australia for 18 years. The contract runs for a fixed term and must be renewed through a competitive tender process. The current suspension arose because a legal challenge to the renewal process created a gap between the old contract’s expiry and the new contract’s implementation.
VFS Global has managed Indian consular outsourcing in Australia for 18 years. The company was awarded the renewed contract through a competitive tender process, with VFS Global emerging as the L1 bidder in April 2026. The Delhi High Court’s interim injunction, understood to have been obtained by a competing bidder, has placed a stay on the implementation of that renewed contract.
The matter was initially scheduled for hearing on 25 June 2026, then deferred to 1 July, and has now been relisted for 2 July 2026. According to sources cited by Indian Link, there is growing confidence the injunction will be lifted at the 2 July hearing, which would allow VFS Global to resume services in coordination with Indian missions across Australia.
That outcome is not confirmed. Until the court rules and the High Commission of India issues authorisation, services remain suspended.
What this means for applicants in Australia
Every category of Indian consular service accessed through VFS Global in Australia is affected. The table below shows what is suspended and what each category covers.
| Service | Who is affected |
|---|---|
| Indian visa (tourist, business, e-visa top-up) | Australian citizens and permanent residents planning travel to India |
| Passport renewal | Indian nationals in Australia whose passport has expired or is due to expire |
| OCI card (fresh application and updates) | Naturalised Australian citizens of Indian origin applying for or updating OCI cards |
| Consular miscellaneous services | Name changes, emergency certificates, document attestation, PCC applications |
Applications already lodged with VFS Global before 1 July are also affected. Passport returns, pending OCI applications and in-process visa applications are all caught in the suspension. The VFS website advises applicants to check official updates before taking any action.
For applicants with urgent or emergency consular needs, VFS Global is directing enquiries to its dedicated customer support line: 03 9956 3830, available 09:00 to 15:30 AEST. For emergency consular assistance, the High Commission of India in Canberra’s official website should be the first point of contact.
What to do right now
The situation is developing, and the 2 July Delhi High Court hearing is the key event to watch. If the injunction is lifted, VFS Global has indicated it is ready to resume services in coordination with Indian missions. A backlog of applications from the suspension period is likely to create delays even after resumption.
If you have imminent travel to India booked and your visa, passport or OCI paperwork is pending, take these steps now.
Contact the High Commission of India in Canberra directly for emergency consular assistance. The High Commission website lists contact details and emergency procedures for Indian nationals. Do not rely on VFS Global’s suspended service channels for urgent cases.
If you are an Australian citizen who requires an Indian visa urgently, check whether your purpose of travel qualifies for a consular emergency appointment directly through the Indian mission. Routine applications cannot bypass the VFS system, but genuine emergencies can be escalated.
If your application was already lodged with VFS Global before 1 July, do not re-lodge it. Wait for official guidance from VFS or the High Commission before taking any action that could complicate your existing application.
Monitor the High Commission of India in Canberra website, and the VFS Global Australia notices page directly. Any resumption of services will be announced there first.
The timing and its consequences
The suspension began on the first day of the July school holiday period, when demand for Indian consular and travel services is at its annual peak. Indian families in Sydney, Melbourne, Brisbane, Perth and Adelaide who planned holidays in India, students travelling back for the break, and professionals attending family events are all affected.
The planned relocation of the Melbourne VFS centre to larger premises on St Kilda Road, which Consul General Anish Rajan said would include 15 counters to reduce wait times, is unrelated to the suspension. That expansion reflects the scale of demand the Indian community in Victoria places on these services. The suspension arrives precisely as that demand peaks.
The legal dispute that caused the outage is one that applicants in Australia had no part in and no warning of. Its resolution depends entirely on proceedings in a Delhi courtroom, with the next hearing scheduled for 2 July 2026.
A few questions that the Indian Australians are asking
I have a flight to India booked next week and my passport renewal is pending with VFS. What should I do? Contact the High Commission of India in Canberra directly for emergency consular assistance. The High Commission website lists emergency contact procedures for Indian nationals in urgent situations. Do not wait for VFS to resolve the situation if your travel is imminent.
My visa application was lodged with VFS before 1 July. Is it still being processed? All services, including applications already in progress, are affected by the suspension. Do not re-lodge the application. Monitor the VFS Global Australia website and the High Commission of India in Canberra website for updates. Contact VFS customer support at 03 9956 3830 or info.ind_aus@vfshelpline.com to confirm the status of your application.
When will VFS services resume in Australia? No resumption date has been announced. The Delhi High Court is scheduled to hear the matter on 2 July 2026. If the interim injunction is lifted at that hearing, VFS Global has indicated readiness to resume services in coordination with Indian missions. Resumption is not guaranteed at that hearing, and a backlog is expected once services do restart.
I am an Australian citizen planning to apply for an OCI card. Is my application affected? Yes. All OCI services through VFS Global in Australia are suspended. Do not lodge a fresh OCI application until services resume. Continue to check the VFS Global Australia website and the High Commission website for updates.
Is there any way to access Indian consular services in Australia right now? For routine services, no. VFS Global is the sole authorised outsourcing partner, and its services are fully suspended. For genuine emergencies involving Indian nationals, contact the High Commission of India in Canberra or the relevant Consulate General directly. Emergency assistance is handled by the missions, not through VFS.
