Using an Indian driving licence in New Zealand: a practical guide

Arrival dates affect temporary car-driving rights, while Indian licence holders face separate translation, validity and testing requirements when converting to a New Zealand licence.

The date of your last arrival can change how long you may drive a car in New Zealand. For an Indian driving licence holder, that clock is only the first check: licence validity, vehicle class and the conversion process can change what driving is lawful.

NZ Transport Agency Waka Kotahi says people whose last arrival is before 1 November 2026 can use a qualifying overseas car licence for up to 18 months from that arrival. For last arrivals on or after 1 November, the allowance becomes 12 months.

That transition does not turn an Indian licence into a New Zealand licence. India is a non-exempt country for conversion, with theory and practical testing required. The rules below were checked on 16 October 2026.

How long can you use an Indian driving licence?

For a car, check the last arrival date against NZTA’s transitional rule, then check that the overseas licence remains current and valid.

The agency’s dated arrival guidance distinguishes people arriving before 1 November 2026 from those arriving on or after it. The end of the temporary extension does not immediately cut every earlier arrival’s allowance to 12 months.

Record the relevant arrival date and plan conversion well before the allowance expires. An application being prepared or a practical test being booked is not an extension of temporary driving rights.

Does a valid licence mean the same thing for driving and conversion?

No. A licence acceptable for a conversion application is not necessarily one you can currently use to drive.

NZTA’s car-conversion guidance can accept an overseas licence that is current or expired within the preceding 12 months, provided it has not been suspended, disqualified or revoked in the issuing country.

Temporary driving, however, requires a current and valid overseas licence. Someone with a recently expired Indian licence should not read the conversion eligibility rule as permission to keep driving while arranging an application.

NZTA also identifies New Zealand suspensions or disqualifications and the issue of a New Zealand licence as matters affecting overseas driving rights. Check your actual position rather than relying only on the date printed on the Indian card.

Keep the physical licence available. NZTA says an international driving permit alone cannot be used to convert. A photograph on a phone should not be assumed to replace the original document requested by the licensing agent.

What is the difference between temporary driving and conversion?

Temporary driving uses an eligible overseas licence within a limited period and subject to conditions. Conversion is an application for a New Zealand licence, with document checks and any required tests. Starting one process does not extend the other.

When do you need a translation or international driving permit?

If the licence is not in English, NZTA requires an accurate English translation or an acceptable international driving permit when driving, alongside the current overseas licence.

Read the actual document. Do not assume that every Indian licence has the same language or format. Where the relevant information is not in English, arrange the required translation before relying on it for driving or a conversion appointment.

The agency’s approved-translator guidance identifies accepted sources. A translation prepared by a friend is not automatically acceptable because the friend understands both languages.

For conversion, follow the agent’s requirements for the original licence, translation and colour copies. An international permit translates or supports the underlying document; it does not establish a new licence class or restore an expired underlying licence.

Check names, licence numbers and vehicle permissions across the documents before the appointment. Ask the provider to correct any error through the proper process rather than altering a translation or official record yourself.

Why do Indian licences need evidence of validity?

NZTA specifically requires evidence from the relevant issuing authority when an Indian licence is presented for conversion.

The agency’s country-specific guidance identifies India among the countries requiring this additional step. Print the evidence and take it to the specialist conversion site with the other documents.

For most Indian states, NZTA points to the Parivahan service. It also lists state-specific routes. Use the route matching the issuing authority and check the current official instructions, particularly where an old record is not available through the general search.

If the record cannot be found, contact the relevant authority rather than assuming that a privately produced certificate will be accepted. A translation explains the document’s language; validity evidence confirms the official record. The two do different jobs.

Allow time for this before booking a conversion appointment that depends on complete documents. Check that the licence number, identity details and class information agree with the physical card, and retain a copy of what you supplied.

Which tests must an Indian car-licence holder take?

An Indian licence is from a non-exempt country, so the normal car-conversion route requires both a theory test and a practical driving test.

NZTA’s non-exempt conversion instructions require an application at a specialist overseas conversion site. The checklist includes identity evidence, eyesight requirements, the original licence, any required translation, validity evidence and a medical certificate where required.

Prepare for the theory test using the official New Zealand road code. Experience driving in India does not replace learning local signs, priority rules and the way the practical assessment is conducted.

Ask the agent which conversion stage and tests apply to your age and licence. Do not apply an exempt-country checklist to an Indian document simply because a friend converted a British or Australian licence without the same tests.

NZTA says changes to the graduated car-licensing system announced for 25 January 2027 do not change this overseas conversion process. Keep a reform to the local pathway separate from the rules governing your application.

What changes after you pass the theory test?

The New Zealand licence issued with a supervisor condition overrides the overseas licence, so you must obey that condition until you pass the required practical test.

This can interrupt independent driving even if time remains on the original overseas allowance. Plan the period between tests before taking the theory test, including how you will travel to work and practise lawfully.

NZTA says the supervisor must hold a current full New Zealand licence for the relevant class, without a supervisor condition. They must also satisfy its experience requirement, which can include at least two years holding an equivalent full overseas licence.

The supervisor must sit beside you in the front seat. Another experienced driver being somewhere in the car is not the arrangement described by the agency. Check the person’s eligibility rather than treating any licence holder as a suitable supervisor.

Do not keep using the Indian licence as an alternative to the new condition. The practical test is the next step towards removing it, and a booking confirmation is not the removal itself.

How much should you allow for conversion?

NZTA currently lists NZ$157.70 for a non-exempt full car conversion if both tests are passed first time, before separate preparation or document costs.

Official itemCurrent feeQualification
Conversion applicationNZ$52.10Non-exempt car route
Theory testNZ$45.70Each test sitting
Full practical testNZ$59.90Full-licence conversion
TotalNZ$157.70Passing both tests first time

The published route has different fees for other stages, and another test fee can arise after a failed, missed or terminated test. Translation, lessons and vehicle arrangements are not included in the total above.

Check the current figures with the agent before paying. Keep the official charge separate from a driving school’s package price, and ask what that package actually includes.

Does a car licence cover motorcycles, trucks or paid passenger work?

No. Match the vehicle to the authorised class and check any additional endorsement needed for the work.

NZTA’s vehicle-class guide distinguishes the car, motorcycle and heavy-vehicle classes. Its conversion guidance says a motorcycle or truck application involves a separate route and tests.

Do not assume a familiar Indian category maps automatically onto every New Zealand class. Take the actual licence permissions to the agent and explain what vehicle you intend to drive.

For paid passenger or other regulated driving work, confirm endorsements and work-related requirements separately. A successful ordinary car conversion does not settle those additional permissions.

What should you do before arranging a vehicle?

Do seven checks: establish the last arrival date, inspect licence validity, confirm the vehicle class, arrange any translation, obtain Indian validity evidence, plan tests and understand the supervisor stage.

Ask a rental operator or insurer about its own conditions before paying. Permission under licensing law and the terms of a commercial agreement answer different questions. Do not assume that a booking website has assessed your complete legal position.

New arrivals can also read the guide to rental agreements in New Zealand and the Indian passport and OCI services guide. Those processes should be organised alongside transport planning, rather than treated as evidence of driving permission.

What happens when your temporary allowance ends?

Convert successfully to the required New Zealand licence or stop driving. NZTA warns that test bookings can take time, so leave a margin for documents, preparation and a possible retest.

Use the current NZTA instructions when booking and again before driving after a change of licence status. A date in a general guide cannot override a condition printed on the licence you have actually been issued.
