Understanding the Updated Aadhaar Card Enrollment Rules for NRIs and OCIs

In recent developments, the Unique Identification Authority of India (UIDAI) has introduced significant modifications to the Aadhaar (Enrollment and Update) rules, particularly catering to Non Resident Indians (NRIs) and Overseas Citizens of India (OCIs). These revisions aim to streamline the process of Aadhaar enrollment and updating, making it more accessible and convenient for individuals residing both within and outside India.

The recent amendments to the Aadhaar rules bring about several noteworthy changes, primarily focusing on NRIs and OCIs:

One of the pivotal changes entails the introduction of separate forms for resident and nonresident Indians. This distinction facilitates a smoother enrollment and updating process, ensuring that individuals can efficiently manage their Aadhaar details regardless of their residential status.

The UIDAI has replaced the existing forms with new ones tailored to different categories of applicants:

  •  Form 1: Designed for the enrollment of both residents and nonresidents aged 18 years and above with evidence of address in India.
  •  Form 2: Specifically for NRIs possessing address proof outside India.
  •  Form 3: Intended for children aged between 5 and 18 years, whether resident or NRI with a permanent Indian address.
  •  Form 4: Catering to NRI children with addresses outside of India.
  •  Form 5 and Form 6: For children below 5 years of age, distinguishing between residents and NRI children.
  •  Form 7 and Form 8: Tailored for resident foreign nationals above and below 18 years of age respectively.
  •  Form 9: Notified by UIDAI for the cancellation of Aadhaar numbers upon attaining 18 years of age.

Under the new regulations, Aadhaar holders are required to update their documents every 10 years from the generation date of their Aadhaar number. This periodic update ensures the accuracy and relevance of the information stored in the Central Identities Data Repository (CIDR).

 Importance of Aadhaar for NRIs and OCIs

 Mandatory Enrollment for Indian Citizens

Aadhaar enrollment is mandatory for every Indian citizen, serving as a crucial identification document with multifaceted utility.

 Primary Usages of Aadhaar

  •  Identity Proof: Valid across diverse domains, the Aadhaar card acts as a reliable form of identity proof.
  •  Address Proof: The address details on the Aadhaar card serve as proof of residence, facilitating numerous administrative processes.
  •  Online KYC (Know Your Customer): Aadhaar verification streamlines online KYC procedures for investments in the Indian market, simplifying the onboarding process for financial products and services.

OCIs, despite holding foreign citizenships, are eligible to obtain an Aadhaar card. However, certain criteria must be met, including a minimum residency requirement of 182 days or more in India within a financial year, as per the provisions of the Income Tax Act (1961).

 Process for NRI Enrollment to Aadhaar Card

For NRIs seeking enrollment in the Aadhaar system, the process entails the following steps:

1. Visit an Aadhaar Kendra: NRIs can visit any Aadhaar Kendra of their convenience to initiate the enrollment process.

2. Documentation: It is imperative to carry a valid passport, either Indian for NRIs or country specific for OCIs, along with other necessary documents.

3. Form Submission: Complete the enrollment form, ensuring accurate and comprehensive details.

4. Biometric Capture: Undergo the biometric capture process to authenticate your identity securely.

5. Verification and Submission: Review all details displayed on the screen before authorizing the submission of your application.

6. Acknowledgment: Upon completion, collect the acknowledgment slip containing your unique Enrolment ID and relevant timestamps for future reference.

In essence, the revised Aadhaar enrollment rules represent a significant stride towards inclusivity and efficiency, particularly benefiting NRIs and OCIs. By delineating clear guidelines and facilitating streamlined processes, the UIDAI endeavors to enhance accessibility and convenience for individuals seeking Aadhaar enrollment and updates, both within India and abroad.
